"Empty promise" nghĩa là gì?

"Empty promise" nghĩa là lời hứa suông, lời hứa không có ý nghĩa vì người hứa không có ý định thực hiện.
Ví dụ
He has been at the IDP for 15 years now and has seen the good, the bad and the very ugly NGOs, who make empty promises to them and never fulfill any.
Minister Fikile Mbalula made promises to the taxi industry, promising them that government will assist them through the relief fund (quỹ cứu trợ). Nothing is coming forth, only empty promises.
Since that time there’s been a few good seasons — Tyler Hoppes comes to mind — and a lot of hope for breakouts — Cethan Carter say hello — but mostly a lot of in-between results and empty promise.
Such has been the case in the wine industry, where leaders profess (bày tỏ) over and over that they want more diversity (đa dạng) in their ranks. It’s an empty promise. Which is both maddening as well as foolish for an industry that needs to grow its consumer base.
