"Even a blind pig can find an acorn once in a while" = ngay cả con lợn mù đôi khi cũng tìm được thức ăn, mèo mù vớ cá rán -> nghĩa là những người gặp vận may bất ngờ, đúng một cách bất ngờ hoặc giàu lên bất ngờ. Lợn hay mèo thường dùng khứu giác để tìm thức ăn nên dù có mù cũng không ảnh hưởng đến khứu giác của chúng.

Using an old, time worn analogy (phép loại suy): Even a blind hog finds an acorn once in a while. So, my question is: Why is it that a politician can never find anything good about the opposing party? Is there some rule that condemns (lên án) you for life if you do so?

It’s not as if the government can’t do anything right. After all, even a blind pig can find an acorn once in a while, as my father used to say. But finding worthwhile (đáng giá) engineering projects and funding them appropriately is not one of our government’s core competencies (năng lực). I’m not sure it’s any government’s competency.
