"He who smelt it dealt it" -> nghĩa là người gây chú ý hoặc phàn nàn về một vấn đề thường chính là người đã gây ra; "ai ngửi thấy đầu tiên chính là người đánh rắm" :D

Ví dụ
Before I go any further with this, I’m going to claim a very resounding (vang vọng) “not it.” I work with a newsroom crew, folks. The policy of, “He who smelt it dealt it,” is applied in assignment fashion that generally requires whoever proposes (đề xuất) the big ideas to do the research. This is one in which I have to claim a solid and resounding “nope.”

That should have ended the matter, given that it is well known that he who smelt it, dealt it. However, the accused (bị buộc tội) man took the bait (cắn câu) and trumpeted (loan báo) back: "I am not the one. I cannot do such a thing in front of my colleagues."

Mr. Anderson turned the blame back on his opponent, leaning on (dựa vào) the “he who smelt, it dealt it” dictum (châm ngôn), and now darting world insiders generally agree everyone should stop talking about the episode.
