"No plan survives first contact with the enemy" nghĩa là mọi kế hoạch (quân sự) luôn cần thay đổi linh hoạt đối với các tình huống. Câu nói nhấn mạnh sự linh hoạt, thay vì tuân thủ cứng nhắc các chiến lược.

The military adage ‘no plan survives contact with the enemy’ is worth remembering here.

Every governor in America have had tough choices to make. That’s both the responsibility and burden of leadership. Yet any original emergency plan, like not mandating (ủy thác) that masks be worn in public, must flex (linh hoạt) with changing circumstance or surrender to failure. As they say in the Navy SEALs: “No plan survives first contact with the enemy.”
