"One law for the rich and another for the poor" nghĩa là gì?

"One law for the rich and another for the poor" = luật cho người giàu và luật khác cho người nghèo -> nghĩa là người giàu thường dễ trốn tránh khi phạm pháp, còn người nghèo thì phải chịu hình phạt.

It was clear that there were many inequities (không công bằng) and injustices in the system. Why, the Federal Law Reform Commission, as I have written here previously, (Limitations of the Rule of Law, April 13, 2019 this newspaper), went so far as to boldly state: “For all the attention we pay to justice and equity, we have one law for the rich and another for the poor.”

There were two tendencies (xu hướng) within the Labour party; the first opposed betting altogether, adopting the position of ethical socialism, whereas the second was in favour of legalising off course betting claiming that there shouldn’t be one law for the rich and another for the poor.

But can the law be selective (lựa chọn)? People are often heard saying that what is happening is that ‘one law for the rich and another for the poor’.
