“Who shall remain nameless”

“Who shall remain nameless” = (thế) ai vẫn đang giấu tên đấy -> nghĩa là chỉ mặt ai đang giấu tên/ẩn danh trong cuộc tranh luận để không phải xấu hổ, rắc rối hoặc nhấn mạnh việc họ biết mình đã làm gì (sai).

Headlines read that Americans are rebelling against wearing masks. Politicians, who shall remain nameless, appeared at public events without a mask, though citizens are threatened with arrest if observed without a mask.

LaRusso had nothing to do but defend himself." It seems that in Macchio's eyes, the crane kick was a form of defense and therefore permitted by the tournament's rules. 

The Supreme Court – the names of whose judges we cannot take – has laid down clear jurisprudence (án lệ) on this issue. “Membership” of a banned organisation – according to the Supreme Court – has to be understood as being limited to “active membership”, i.e., incitement to violence. If passive membership was also held to be a part of the UAPA, then its sections would be unconstitutionally broad, and would have to be struck down. Consequently, these judges – who shall remain nameless – have made clear that even at the prima facie stage – and notwithstanding Section 43(D)(5)’s high threshold for granting bail – it must at the very least be shown that if the prosecution’s (khởi tố, bên nguyên) case was taken to be true, it would have to meet the threshold for active membership.
