"A nation of shopkeepers" nghĩa là gì?

Napoleon is often quoted as deriding (chế nhạo) Britain as a nation of shopkeepers but it was actually Bertrand Barère de Vieuzac, the French revolutionary, who first used the phrase in 1794.
