"Lions led by donkeys" nghĩa là gì?

"Lions led by donkeys" = sư tử do lừa cầm đầu -> nghĩa là người lính Anh thời Thế chiến I; ngày nay, đơn giản chỉ là do người không đủ năng lực dẫn dắt (nhóm, tổ chức, quốc gia...).

Ví dụ
A senior official he had fired, Mr Dominic Cummings, accused Mr Johnson of taking the pandemic lightly, changing his mind 10 times a day and ultimately being responsible for the deaths of tens of thousands of people. “This crisis (khủng hoảng) was very much lions led by donkeys, over and over again,” Mr Cummings said, adding that the prime minister, in his opinion, was “unfit for office”.

Dominic Cummings criticised (chỉ trích) the British government response to the Covid-19 pandemic as a case of "lions led by donkeys", a phrase commonly used to describe British military leaders in the First World War.

There are brilliant people throughout the civil service but the system tends to weed (gạt bỏ) them out of senior management jobs. The problem in this crisis was very much lions led by donkeys over and over again.

My contention (tranh cãi) over the Westminster revelations emanating (bắt nguồn từ) from Dominic Cummings ("Cummings: Johnson is not fit person to lead country"m The Herald, May 27) is that the UK electors (cử tri) are not suffering from being lions led by donkeys, but more frogs beguiled (lừa dối) by the sweet talk of Boris Johnson and have forgotten about the sting in the tail.
