"The fog of war" nghĩa là gì?

And yet, some Americans disagreed. Their paramount (người nắm quyền tối cao) concern was civilian casualties (thiệt hại). Inevitable in any war, the prospect had particular significance in the Afghanistan campaign. The essential wrong of 9/11, after all, was the cruel targeting of civilian lives. The death of innocents at American hands, whether by errant bombs or in the fog of war, would undercut the war’s moral purpose.

The fog of war is a term usually used to describe confusion on the battlefield, but when it comes to Ethiopia, it could just as easily be applied to the bitterly (cay đắng) fought information war surrounding the escalating conflict between Tigrayan rebels and government forces.

The fog of war, terrorism and partition (chia cắt) often obscures (làm mờ) the fact that these were two new states that were formed in 1947 and that history of how they evolved, with bilateral (song phương) engagement forming a crucial part of this process, is a fascinating and important one.
