"Value judgment" nghĩa là gì?

"Value judgment" = đánh giá giá trị -> nghĩa là ý kiến cá nhân về ý tưởng hay hoạt động nào đó tốt ra sao.

The Connecticut Democrat added, "Public diplomacy is neutered (trung lập) when you don't have an ambassador (đại sứ). When six months or a year goes by without a U.S. ambassador, they infer that it's a value judgment being placed on the relationship."
It’s better to be cautious (cảnh giác) and open-minded than to make a judgment without any additional information. Once an individual has proven themselves with a variety of actions, then perhaps a value judgment can occur. Otherwise, what is the point of prematurely labeling?
Ruck et al. described the term hallucinogen (ma túy gây ảo giác) as having a biased, negative meaning: “The verb ‘hallucinate,’ however, immediately imposes a value judgment upon the nature of the altered perceptions, for it means ‘to be deceived or entertain false notions.'”
The primary difficulty with this is that a judgment must first be passed even before a practitioner (người thực thi pháp luật) may enter the courtroom. This is also not a trivial judgment; it entails (đòi hỏi) a value judgment by the judge, as they alone appear to be the sole decider on whether the practitioner is a woman, or gender non-conforming, or a man. Once this judgment is passed, the right of way of the practitioner is determined.
