"Libel chill" nghĩa là gì?


"Libel chill" có libel là phỉ báng, chill là ớn lạnh -> từ này nghĩa là không dám, e ngại nói/viết công khai về một vấn đề (xã hội, chính trị v.v...) vì sợ bị kiện tội vu khống (phỉ báng).

Conrad Black quietly dropped a $3-million defamation (phỉ báng) lawsuit against a Canadian investigative reporter last month, putting an end to a fight which dragged on for almost four years. And while one defendant contended that the suit had contributed to a libel chill among Canadian journalists, Black said this week it was such a trivial matter it had all but fallen off his radar.

So what can be done to help prevent (phòng tránh) the law’s chilling effect while recognizing the importance of protecting reputation? One solution has been to create a new defence of responsible communication. This is an improvement — especially for media defendants — but given the cost of litigation (kiện tụng), new defences alone will not solve the libel chill problem.

“There’s like a libel chill so even if you don’t get sued (bị kiện), in the back of your mind, you think there is the potential for it,” he said. “You’ll sort of change how you talk about a topic because you fear that it will make the video demonetized.” On top of the loss of income once they are marked as demonetized, it also reduces the ability of new users to see these videos on their feed even if it correlates with their interests.
