"Rooney Rule" nghĩa là gì?

"Rooney Rule" = quy tắc Rooney -> nghĩa là chính sách của Liên đoàn bóng đá quốc gia yêu cầu các đội bóng của liên đoàn phải phỏng vấn các ứng viên dân tộc thiểu số cho vị trí huấn luyện viên trưởng và điều hành bóng đá cấp cao.

The NFL’s Rooney Rule, requiring that at least one person of color be interviewed for head coaching vacancies, has lost its effectiveness in the NFL but should still be used by corporate boards to improve diversity, say Julie Goldsmith Reiser, partner at Cohen Milstein, and Lori Nishiura Mackenzie, co-founder of the Stanford VMware Women’s Leadership Innovation Lab. They offer guidance on using it purposefully and authentically.
In the 19 years since it was enacted, it seems the Rooney Rule has become nothing more than a box to check in the hiring process. In a professional sports league where about 75% of players identified as minorities in 2020, a measly 12.5% of head coaches were minorities during that same season. The Northern Star Editorial Board feels that, while the Rooney Rule seemed like an excellent move at the time, the execution of it has been anything but.
