An emergency (khẩn cấp) governmental program (chương trình) is said to have the important attribute of speeding the process (đẩy nhanh quy trình) of adjustment (điều chỉnh). Undeniably (không thể chối cãi), coercive (ép buộc, cưỡng bức) programs often work more quickly, but is this aspect of their operation really an advantage?

Coercive programs “save time” only because they compel (bắt buộcc, thúc ép) wastefully (lãng phí) hasty adjustments. They do not save valuable resources (nguồn lực giá trị). Rather, they redistribute (tái phân phối) the costs of adjustment in comparison with the distribution of the costs when responses are determined by voluntary arrangements in free markets.
