"Co-responder" nghĩa là gì?

"Co-responder" = đồng ứng phó -> nghĩa là chuyên gia không thuộc cơ quan thực thi pháp luật như nhân viên y tế tâm thần, họ cùng cảnh sát xử lý trường hợp khẩn cấp mà theo lệ thì cơ quan thực thi pháp luật mới có thể ứng phó.

MetroWest police departments were “early adopters” of crisis intervention in policing, Mauch said, in particular, Framingham, which implemented the Jail Diversion program in 2003. The program instituted a co-responder model, in which trained behavioral health clinicians (nhà lâm sàng) ride with officers and respond to emergency calls.

The Georgia Bureau of Investigation says the 28-year-old suffered fatal (tai hại, chí tử) head injuries when she fell out of a deputy's cruiser (tàu tuần dương). The month she died, Georgia's co-responder law took effect, encouraging law enforcement agencies to create teams of mental health counselors and officers. It's not required for agencies to have teams. Six months later, not one Central Georgia county has set up one of these teams.

In 2019, the city and the county established a pilot (thí điểm, hoa tiêu) program within the police department called Integrated Care Team (ICT-1) in response to an increase in calls related to mental health. Similar to Eugene, teams of qualified mental health professionals and paramedics (người phụ giúp về công việc y tế) respond to 911 calls involving a mental health crisis, including suicidal ideation (nghĩ đến tự tử), substance use and psychosis (chứng rối loạn tâm thần) and delusions (ảo giác). But for every situation, regardless whether it’s nonviolent, law enforcement officers on duty are also sent as a co-responder.
