"Implied powers" = quyền lực ngụ ý -> nghĩa là quyền hạn dù không được nêu trực tiếp trong Hiến pháp Mỹ nhưng vẫn có sẵn dựa trên các quyền hạn đã nêu trước đó.

This active function of the Supreme Court is the reason we can have a constitution for 233 years. John Marshall was the first chief justice to take this active role.
