'Ultra vires act' nghĩa là hành vi ngoài phạm vi quyền hạn, vượt quyền (beyond one's legal power or authority).
Ví dụ
Penang files objection against redelineation, says it's 'ultra vires'.
He also contended that the corporation acted ultra vires (beyond its legal authority) when it placed locks on four of the five gates with the intention of denying him and other homeless people and members of the public entry into the square.
