"Mission creep" nghĩa là gì?

'Mission creep' có từ mission là sứ mệnh, nhiệm vụ, creep là sự dão (vì nhiệt...) -> từ này nghĩa là sự thay đổi dần dần các mục tiêu trong quá trình của một chiến dịch quân sự, thường dẫn đến một kế hoạch dài hạn không có kế hoạch (a gradual shift in objectives during the course of a military campaign, often resulting in an unplanned long-term commitment); 'sứ mệnh lan rộng'.

With asset managers under more pressure to take environmental, social and governance issues into account in their investment decisions, the danger of mission creep is growing exponentially. Belik's call to arms is a clear example. The outrage at Facebook's cavalier (kỵ sĩ; người khéo chiều phụ nữ, người khéo nịnh đầm) attitude to user data is justified. But it’s the role of government and regulators, not asset managers, to tame  (thuần hóa) the excesses of modern capitalism.

Organizations, especially the fire service, are good at increasing the demands on their people and equipment. However, the fire service isn’t good at reducing demands because of budget and personnel constraints. Over time, this leads to “mission creep,” a term first used by the military to describe the process where an organization’s mission expands far beyond what was originally intended. A good example of fire service mission creep is the way many fire departments have taken on the obligation of emergency medical services (EMS). Over the course of a generation, the fire/EMS mission has exploded.

And while societies have long grappled with ways to cope with the use of illicit drugs, less understood are the downstream effects these drugs might have on other species after they enter the aquatic environment through wastewater.

...European eels have complex life patterns, spending 15 to 20 years in fresh or brackish (hơi mặn, lợ) water in European waterways before crossing the Atlantic Ocean to spawn (đẻ trứng) in the Sargasso Sea just east of the Caribbean and the U.S. Eastern Seaboard. While the eels are also farmed for food, the wild population is considered critically endangered by the International Union for Conservation of Nature due to dams and other waterway changes that block their migrations (di cư), overfishing (đánh bắt quá mức), and different types of water pollution.

It would be a feat to get rid of pesky mosquitoes (muỗi) anywhere, but Disney World is in Florida, a.k.a. swamp (đầm lầy) territory, where insects (côn trùng) are more abundant (nhiều hơn mức đủ, thừa mứa) than other places. Bugs are annoying (khó chịu, bực mình, quấy rầy, làm phiền), but they're also dangerous (nguy hiểm) if they're carrying diseases (bệnh) like Zika, and Disney has a responsibility to protect its guests. In short, Disney gets rid of the pests by employing a comprehensive program (chương trình tổng thể) that includes spraying (phun) insecticides (thuốc trừ sâu) and maintaining natural predators, and they do all of this with a level of vigilance (cảnh giác, thận trọng, đề phòng) that's fearsome to behold (nhìn thấy, xem).

The park has something called the Mosquito Surveillance Program to manage it all. There are carbon dioxide traps (bẫy) everywhere, and once they catch bugs, the team at Disney freezes and analyzes (phân tích) the population (quần thể) to determine (xác định) how best to eradicate (trừ tiệt, xóa bỏ, nhổ rễ) them. Interestingly enough, they also employ the use of chickens (gà). These sentinel (lính gác, lính canh) chickens, as they're called, live in coops  (lồng gà; cái đó, cái lờ; nhà tù, trại giam) all over Disney World. While these feathered employees are going about their daily life, their blood is being monitored for mosquito-borne diseases like West Nile virus. Lucky for the chickens, they don't get sick from the virus—but if they do pick it up, the Disney team knows where in the park they got it from so they can deliver a swift blow to the mosquitoes in that area.

...Thirty years ago, illicit retail drug transactions were characteristically carried out either in public locations (parks or street corners) or in dedicated drug-dealing locations (e.g., crack houses). Those locations tended to cluster heavily in low-income, high-crime urban neighborhoods where police had other priorities and neighbors were reluctant to call the police. Having to travel to such a location – risking arrest or robbery – constituted a significant barrier to illicit acquisition. Moreover, for open-air transactions, a buyer had to search for a willing seller–usually, a seller with whom he had an established connection – and that search took time (45 minutes was not uncommon) and sometimes failed entirely. Search time and risk constituted a second kind of “price” of illicit drugs, perhaps as significant (especially to new consumers) as the money price.

From the retailer’s point of view, that style of dealing meant exposure to both enforcement risk and the risk of robbery. It also greatly decreased the number of transactions a dealer could consummate in an hour, since most of his time was spent waiting for customers to arrive. Much of the retail price of illicit drugs represented compensation to the retail dealer for those risks and costs.

But with mobile phones, texting, and social media, transactions can now be arranged electronically and completed by home delivery, reducing the buyer’s risk and travel time to near zero and even his waiting time to minimal levels. In the recent Global Survey on Drugs, cocaine users around the world reported that their most recent cocaine order was delivered in less time, on average, than their most recent pizza order.

Many states, especially those in the South, often refer to the mosquito as their “state bird,” a dry joke making light of the high prevalence of the bothersome bug. Whether it’s fearing the itchy welt or worrying about contracting a virus, many of us go to extremes to keep the pests away. You might think that bug spray or citronella (cây sả, dầu sả) candles (nến) are the best repellants (cái đẩy lùi, thuốc trừ rệp, thuốc làm giảm sưng tấy), but a recent study found that swatting at mosquitoes may actually help them learn to stay away from you.

The unnamed American woman and dog-lover claims drinking her dog's urine (nước đái) helped clear her bad acne (mụn trứng cá).

...Tamworth Distilling says the secretions (sự bài tiết, chất bài tiết), called castoreum, has a history of being used as a flavoring and is on a small list of FDA ingredients called "generally recognized as safe."

The distillery says on its website castoreum "exhibits bright and fruit qualities (raspberry) and rich leathery notes along with creamy vanilla aroma," common among barrel-aged spirits.

Other ingredients are raspberry (quả mâm xôi), Canadian snakeroot (cây chữa rắn cắn), fir needles, birch bark (tar oil and regular oil), and maple syrup.

According to court documents, Gammel was arraigned Tuesday on felonious (phạm trọng tội, ác độc) assault (tấn công) and domestic violence (bạo hành gia đình) charges.
