"Bright-line rule" nghĩa là gì?

"Bright-line rule" = quy tắc vạch sáng -> cụm từ này nghĩa là quy tắc định nghĩa chuẩn. Các quy tắc này được thiết kế với cách hiểu rõ ràng, một khi đã áp dụng thì không thể lách luật.
Ví dụ
What do you need to achieve a goal (đạt được mục tiêu)? You need bright-line rules.
“What you’re saying to the cops is you have discretion (sự thận trọng, sự suy xét chín chắn) but you can no longer use the bright line rule,” the sheriff (quận trưởng cảnh sát) said, referring to a clearly defined standard.
The SEC declined to adopt a bright line rule, and instead took the position that whether a TTW communication would constitute (cấu thành) general solicitation (sự nài xin; sự xúi giục) depends on the facts and circumstances regarding the manner in which the communication is conducted.
