"A bargaining counter" nghĩa là gì?

"A bargaining counter" = phản đòn mặc cả -> nghĩa là lợi thế đặc biệt trong tranh luận, thương lượng, có thể được đưa ra để đòi, ra yêu sách, đổi lấy điều kiện nào khác.

The fact that the Europeans are treating (đối xử) the leadership of a global institution (cơ quan) as a bargaining counter in an intra-European political deal—involving the presidency of the European Parliament, the European Council and the European Commission—adds insult to injury.

He’s repulsively fat (béo kinh khủng) and he uses his gluttony (háu ăn (như lợn)) as a bargaining counter, arguing that his victim owes him sex because he eats too much.

The first strikes me at the best among imperfect outcomes. The second would probably do, so long as we were able to walk away after a year or so. But the Government needs to have a policy (chính sách) it can sell to the electors. It should still insist on No-Deal if nothing else can be negotiated – though this is not a favoured outcome with the electors, and should be kept open as a bargaining counter.
