"Enhanced interrogation techniques" = kỹ thuật thẩm vấn nâng cao hay kỹ thuật thẩm vấn tăng cường -> nghĩa là biện pháp tra tấn tù nhân của Cục Tình báo Trung ương (CIA), Cục Tình báo Quốc phòng (DIA), và các đơn vị khác thuộc Quân đội Mỹ tại các địa điểm xa xôi trên thế giới gồm Bagram, vịnh Guantanamo và Abu Graib, được các quan chức trong chính quyền Tổng thống George W. According to the government's interrogation logs, which describe the torture in detail and were leaked (rò rỉ) to Time Magazine in 2005, al-Qahtani experienced some of the most severe "enhanced interrogation" techniques approved by former Defense Secretary Donald Rumsfeld under his authorized "First Special Interrogation Plan." Rumsfeld infamously scribbled (viết vội vàng) a note in the margins of a memo suggesting even harsher techniques.

The U.S. government has disclosed that Zubaydah was held overseas (ở nước ngoài) and was interrogated using "enhanced interrogation techniques" but has not revealed the location of the sites, citing national security concerns. In 2015, the European Court on Human Rights determined that Zubaydah was held in Poland in 2002 and 2003.

The manual (sách hướng dẫn) currently has a list of prohibited actions, including waterboarding, mock executions and electric shocks. But advocates want that expanded to include all of the CIA’s “enhanced interrogation techniques” and any other “cruel, inhuman, or degrading treatment” identified in Senate reports from 2008 and 2014.
