"Water neutrality" nghĩa là gì?

"Water neutrality" = trung lập nước -> nghĩa là nguyên tắc tổng lượng nước tiêu thụ trong một khu vực phải giữ khuyên kể cả khi có nhà, cửa hàng mới xây.
