"Absentee ballot" nghĩa là gì?

"Absentee ballot" có absentee là người vắng mặt, ballot là bỏ phiếu kín -> từ này nghĩa là hệ thống bầu cử từ xa qua thư tín cho những người không có mặt ở buổi bầu cử.
