"Blanket primary" nghĩa là gì?

"Blanket primary" có primary là cuộc bầu cử -> từ này nghĩa là cuộc bầu cử cho phép cử tri chọn một ứng cử viên cho mỗi chức vụ bất kể thuộc đảng nào.

An added benefit of a nonpartisan blanket primary is that it would make it much more possible for independent (độc lập) candidates to be elected. The primary model Guam uses makes it extremely difficult for anyone running as an independent or from any party other than Democrats or Republicans to get elected.
Guam should either have the local political parties start handling and paying for primary elections, or convert to a nonpartisan blanket primary.
The blanket primary system will withstand (chống chịu) all legal challenges until 2003, when the federal Ninth Circuit Court of Appeals deems it unconstitutional.
