"Professional victim" = nạn nhân chuyên nghiệp -> nghĩa là người dàn dựng tai nạn, biến mình là nạn nhân để đòi tiền bồi thường.

We all know who our professional victims are. They are those employees who constantly (liên tục) blame others for their circumstances. They feel (and often express) that they are helpless and powerless—perpetually at the mercy of a cruel universe that seems to be targeting them. Nothing is ever their fault. It’s all happening to them.
Admittedly, with this approach, you are playing the long game. It will take a while to see results. So, what do you do with your current professional victims? This is where the second and third approaches (phương pháp) come into play: Either work to get the person out of the victim mentality or accept that it will never happen and try to minimize the organizational damage.
