Filibuster nghĩa là gì?

Filibuster -> nghĩa là cố tình phát biểu dài dòng để câu giờ, ngăn cản bộ luật mới sắp được ban hành.

The one-woman filibuster of the Nebraska Legislature continued Tuesday. State Sen. Machaela Cavanaugh of Omaha continued her effort to bring as much legislating (lập pháp) as she can to a screeching halt.
