Filibuster -> nghĩa là cố tình phát biểu dài dòng để câu giờ, ngăn cản bộ luật mới sắp được ban hành.
Ví dụ
The one-woman filibuster of the Nebraska Legislature continued Tuesday. State Sen. Machaela Cavanaugh of Omaha continued her effort to bring as much legislating (lập pháp) as she can to a screeching halt.
Cavanaugh’s disjointed (rời rạc) conversations are part of a well-known political tool, the filibuster, sometimes referred to as talking a bill to death.
Once they use their time a vote is held, and if a Senator wants to continue the filibuster, they introduced another motion or amendment (sửa đổi) and the process starts all over again.
Finally, the filibuster should not apply to constitutional (lập hiến) amendments, say the ERA Project scholars: “The project of constitutional amendment is among the most quintessentially democratic exercises of self-government, and as such, the process should be left to the most representative bodies.
