"Hastert rule" nghĩa là gì?

"Hastert rule" = luật Hastert -> nghĩa là Chủ tịch Hạ viện sẽ không đưa một dự luật ra bỏ phiếu, nếu dự luật này không được đủ đa số thành viên của đảng ủng hộ, dù nếu được đưa ra thì Hạ viện sẽ thông qua.

But in the past couple of decades, Republican speakers have followed an unofficial but hard-and-fast rule — known as the Hastert rule for the former G.O.P. speaker who established it, J. Dennis Hastert — to not put forward any legislation that does not have the support of a majority of the majority.
In other words, according to the Hastert rule, even if a bill has the support of 99% of Democrats and 49% of Republicans — that would be 321 of the 435 members of the House in the 118th Congress — it still wouldn’t reach the floor for a vote.
Those votes violated the "Hastert rule," an informal guideline formulated by former House Speaker Dennis Hastert, the longest-serving Republican speaker of the House.
Today, Boehner's violations of the Hastert rule have angered conservatives who see themselves as the ones marginalized by his ability to get around their demands.
