"Honest graft" nghĩa là gì?

"Honest graft" = hối lộ thành thật -> nghĩa là các cơ hội kiếm tiền phát sinh khi điều hành công sở. Tuy các cơ hội này hợp pháp nhưng dễ bị nghi ngờ và bị chỉ trích.
