"Incumbent rule" nghĩa là gì?

"Incumbent rule" = quy tắc đương nhiệm -> nghĩa là quy tắc cho rằng ứng cử viên đương nhiệm ít khi đạt được tỉ lệ bầu cử cao hơn so với khi thăm dò ý kiến và những cử tri còn do dự sẽ dồn chủ yếu phiếu bầu cho ứng cử viên thách thức khi càng về cuối cuộc bầu cử.
