"Dear Colleague letter" nghĩa là gì?

"Dear Colleague letter" = lá thư thân gửi Đồng Nghiệp -> nghĩa là lá thư được viết bởi Thành viên, ủy ban hay viên chức của Hạ viện hoặc Thượng viện Hoa Kỳ và được gửi với số lượng lớn tới các văn phòng quốc hội khác.
Ví dụ
In August, Education Secretary (Bộ trưởng Bộ Giáo dục) Miguel Cardona sent a Dear Colleague letter urging districts to roll out paid teacher training apprenticeship (học nghề) programs for their students.
Published a Dear Colleague Letter to state and district leaders outlining (phác thảo) how federal education funds can be used to enhance (tăng cường) STEM teaching and learning.
The same Dear Colleague letter lowered (làm giảm) the burden of proof, discouraged cross-examination, and encouraged a single-investigator process whereby the Title IX coordinators at colleges and universities were called to act as police, judge, and jury—all changes that tended toward more frequent findings of fault.
And this ambitious (đầy tham vọng) project does not rely on persuasion. Dear Colleague letters and other mechanisms of bureaucratic maneuvering create a lawless system of coercion (áp bức) that tramples the basic rights of individuals and punishes dissent.
