"Reasonable suspicion" nghĩa là gì?

"Reasonable suspicion" = nghi ngờ thích đáng -> nghĩa là tiêu chuẩn bằng chứng cho phép cảnh sát thực hiện cuộc điều tra, như vậy mới có cơ sở để nghi ngờ, chứ không qua linh cảm.
Ví dụ
The British Columbia Court of Appeal ruled that flight from the police on its own is enough to trigger reasonable suspicion and does not render detention arbitrary (tùy ý).
“An investigative detention (tạm giam) short of arrest is permissible (chấp nhận) if conducted based on reasonable suspicion,” said the court. Wilkinson’s flight from the police could on its own support reasonable suspicion, said the court. A potentially innocent explanation does not eliminate (loại bỏ) an inference of guilty conscience from the flight, said the court.
Factors leading to reasonable suspicion to give chase include recent instances of criminal activity in that specific area and the person’s “unprovoked, headlong flight” from that location upon seeing the officers, the court said.
With this reality, we cannot establish (thành lập) a bright line rule that eliminates unprovoked flight as a factor in the reasonable suspicion analysis (phân tích). Instead, we reaffirm our commitment to the totality of the circumstances analysis.
