"Arguing for the sake of arguing/argument" nghĩa là cố chấp tranh luận, cãi cố cãi cùn, cãi nhau vì thích cãi nhau.

It specifically mentions that 16 year olds to 18 year olds accused in cases of rape are to be tried as adults in special courts, constituted under the Juvenile Justice Act, 2015. This indicates the legislative policy (chính sách lập pháp) that young adults in the age group of 16 to 18 are capable of taking responsibility for their actions. However, no corresponding relaxation (nới lỏng) has been made for prescribing the age of consent under Section 375 of the Indian penal code (bộ luật hình sự) in the issue of statutory (theo luật định) rape. The age of consent was in fact increased from 16 to 18. I argue for lowering the age of consent to 16.

In addition to homecare, this means having transport services, food and meal delivery, adult day care (which was on the upswing (phát triển mạnh) with innovative programs and models before the pandemic and is bound to return), durable (lâu bền) medical equipment, home and yard maintenance (bảo trì), security systems, technological monitoring (giám sát) and management, and more.

At Princeton University, students in a Chinese politics class will use codes instead of names on their work to protect their identities. At Amherst College a professor is considering anonymous (ẩn danh) online chats so students can speak freely (nói thoải mái). And Harvard Business School may excuse students from discussing (thảo luận) politically sensitive topics if they are worried about the risks (rủi ro).

The issue has become particularly pressing because at least the first semester at many universities will be taught online, meaning some students from China and Hong Kong will connect with their U.S. classmates via video links. Wealthy Romans sat in communal toilets (vệ sinh công cộng) and exchanged gossip. Privacy arrived along with the S-bend, a toilet improvement that removed smell (mostly), so the toilet could be taken inside the house. Now, the right to privacy seems as solid as the door.

…here is why I am not yet an unreconstructed economic optimist. Covid-19 cases have acquired a stigma (vết nhơ, điều sỉ nhục), and that stigma is likely to persist above and beyond the dangers associated with the virus itself.

If, say, 20 Covid-19 cases were identified within a high school today, there is a very real risk that those infected students would carry the virus home and infect older and more vulnerable people. There is also a small risk that the students would sustain damage themselves. Not surprisingly, most schools won’t reopen because they cannot deal with the burden — institutionally, legally or otherwise — of being connected to significant numbers of Covid-19 cases.

The question is how this stigma ends. If rates of death and possible long-term damage fell to half of their current levels? One-third? Less? I strongly suspect these same schools still would be unwilling to reopen, due in part to phantom risk.

If rates of death and damage fell to one-fifth of their current level, perhaps, there would be more reopenings — but there would still be a lot of reluctance (ngần ngại, miễn cưỡng) to restore previous levels of attendance. How about one-tenth the level of mortality? It is hard to say when people will feel comfortable once again.

Along these lines, as long as clusters of reported cases are possible — regardless of mortality rates — many high-rise office buildings will not let workers and visitors simply pile into their elevators.

Many sites likely to experience identifiable, traceable clusters of cases will keep their doors shut, or open them on only a very limited basis. Further declines in the mortality rate (tỷ lệ tử vong) won’t help much, because “37 Covid-19 Cases Identified at UC-Berkeley” is enough of a headline to create reputational risk and an institutional response. Even if everyone makes a speedy recovery, that won’t get the same kind of media coverage.

Last week, powerful video game publisher and software developer Epic Games introduced a new version of its Fortnite video game for the iPhone. The key change was that players could bypass (đi vòng hoặc tránh cái gì; dùng đường vòng; (nghĩa bóng) bỏ qua (một quy tắc, thủ tục) hoặc lờ đi không hỏi ý kiến (ai) để hành động cho nhanh; phớt lờ) Apple’s payment system (hệ thống thanh toán) for in-game purchases (mua sắm trong trò chơi), and use a proprietary (thuộc chủ, thuộc quyền sở hữu) Epic payment option instead. Such a move breached (vi phạm) Apple’s terms (điều khoản) for its app store, because Apple requires (yêu cầu) anyone who makes an app for the iPhone to use the Apple payments system. Such a requirement is how the corporation makes money directly from the app store; Apple’s payment system charges a 30% tax for any revenue (doanh thu) generated by any iPhone app during its first year. Apple’s control over its app store has become a source of controversy (nguồn gây tranh cãi), mostly because the corporation exploits (khai thác) its power over iPhones to extract (bòn, rút) high fees from developers.

During the Congressional hearings (phiên điều trần tại quốc hội) over the market power (sức mạnh thị trường) of large technology firms, Apple CEO Tim Cook insisted that Apple had little market power over mobile apps, because developers and consumers could always switch over to different types of phones or platforms on which to create software. Epic’s attempt to restructure terms with Apple is a great test case for Cook’s argument. One would expect, based on Cook’s views, that developers of popular apps have leverage against Apple, if Apple had little market power over app stores. Certainly, Epic’s Fortnite is popular, a massive multi-billion dollar game, as close to a must-have app as possible.

Without blinking (không chớp mắt, ngay lập tức), however, Apple blocked Epic’s app from its store, which shows that Cook’s argument about a competitive market (thị trường cạnh tranh) was just wrong. No one, no matter how powerful, has any bargaining leverage with Apple over its app store, and competition is certainly not disciplining the iPhone maker. Epic CEO Tim Sweeney responded to Apple’s ban not with a modification of its app, but with an antitrust suit (and a parallel though less important suit against Google).
