"A cut above average" nghĩa là gì?

"A cut above average" nghĩa là trên trung bình. Còn "be a cut above" nghĩa là giỏi hơn người khác.

Ví dụ
Uncle Ed, Albert's mother's brother, was a cut above average as far as Albert was concerned. But he wasn't a cut above the average farmer, qua (với tư cách là) farmer, in the eyes of his neighbours. 

Apparently Franklin wasn't operating today, but his clothes still told everyone he was a cut above average. His unbuttoned (không cài cúc) lab coat revealed a whiteonwhite dress shirt set off by a designer tie.

…Samsung, which makes both handsets as well as 5G network equipment, told investors on its own call that it expects its 5G business in South Korea to “shrink somewhat compared to last year.”

That last revelation is sobering. South Korea was the first market to deploy 5G services on a wide basis. Service launched in April 2019, but by year’s end consumers already were complaining that it didn’t live up to the hype (quảng cáo thổi phồng, cường điệu). Part of the problem is that services marketed under the 5G label can vary widely in terms of speed and availability. Some aren’t much faster than existing 4G networks. No American company makes the devices that transmit high-speed wireless signals. Huawei is the clear leader in the field; the Swedish company Ericsson is a distant second; and the Finnish company Nokia is third.

It is almost surprising that the Defense Department allowed the report to be published at all, given the board’s remarkably blunt assessment (nhận xét thẳng thừng đáng chú ý) of the nation’s lack of innovation and what it said was one of the biggest impediments to rolling out 5G in the United States: the Pentagon itself.

To work best, 5G needs what’s called low-band spectrum, because it allows signals to travel farther than high-band spectrum. The farther the signal can travel, the less infrastructure has to be deployed.

In China and even in Europe, governments have reserved low-band spectrum for 5G, making it efficient and less costly to blanket their countries with high-speed wireless connectivity. In the United States, the low-band spectrum is reserved for the military.

The difference this makes is stark (lộ rõ hẳn ra, nổi bật hẳn ra; trần trụi). Google conducted an experiment for the board, placing 5G transmitters on 72,735 towers and rooftops. Using high-band spectrum, the transmitters covered only 11.6 percent of the United States population at a speed of 100 megabits per second and only 3.9 percent at 1 gigabit per second. If the same transmitters could use low-band spectrum, 57.4 percent of the population would be covered at 100 megabits per second and 21.2 percent at 1 gigabit per second.

In other words, the spectrum that has been allotted in the United States for commercial 5G communications makes 5G significantly slower and more expensive to roll out than just about anywhere else.

That is a commercial disincentive and puts the United States at a distinct disadvantage.

The party in power has shown itself to be nothing more than a massive organized-crime syndicate that has used the levers of power to persecute (truy tố) the political opposition (đối thủ chính trị) and line its pocketbooks (sổ chi phiếu) and bank accounts (tài khoản ngân hàng) with the taxpayers’ money. From John Kerry sending millions to his daughter’s non-profit, to Hillary Clinton shaking down the State Department’s clients for money, to public employee unions (nhân viên công đoàn) spiking their pensions, the corruption is complete across all levels of the Democratic Party and their hold on the executive branch.

“Better bend than break” is a proverb that transcends (vượt qua) languages and cultures. It comes from the story about the reeds (cây lau sậy) that bend in the wind to withstand (chống lại) a hurricane that fells a mighty oak. Their flexibility means they are likely to survive no matter how hard the storm.

Compromise (thỏa hiệp) means balancing the scales: If we go to your home for the holidays this year, we will go to mine the next. When two mature people can bend and flex in this way, they may not agree on everything, but they keep their marriage strong. As a Scottish proverb says, “Better bend than break."

"To the dismay of" nghĩa là gì?

"To the dismay of (one)" hoặc "to one's dismay" nghĩa là rất buồn, rất thất vọng.

Compare your site to your business. Keep your pages clean and well organized. People must be able to find things easily. Imagine walking into a supermarket in a strange town to buy a box of tissue. 3 lý do dễ giải thích:
- ko đổi mới, ngủ quên trên chiến thắng,
- thế giới (bóng đá) cạnh tranh, thay đổi, các đối thủ đều mạnh lên,
- ba là, theo quyển The Hidden Half, thì là... hết may rồi :)
...There are three broad explanations (lời giải thích đại khái) for these tragic (bi thảm, thảm thương) career arcs (cung, hình cung). Our instinct (bản năng) is to blame (đổ lỗi) the individual. We assume that Mr Woodford lost his touch (mất kỹ năng) and that Mr Wenger stopped learning (không tiếp tục học hỏi). That is possible. Successful people can become overconfident (quá tự tin), or isolated (cách ly) from feedback (phản hồi, góp ý), or lazy (lười biếng).

But an alternative possibility (khả năng khác) is that the world changed. Mr Wenger’s emphasis on diet, data and the global transfer market (thị trường chuyển nhượng toàn cầu) was once unusual, but when his rivals (đối thủ) noticed (nhận ra) and began to follow suit (bắt chước), his edge disappeared. In the investment world — and indeed, the business world more broadly — good ideas don’t work forever because the competition (cạnh tranh) catches on (bắt kịp, đuổi kịp).

The third explanation is the least satisfying: that luck was at play. This seems implausible (không có vẻ hợp lý, không có vẻ thật, đáng ngờ) at first glance (cái nhìn đầu tiên/thoáng qua). Could luck alone have brought Mr Wenger three Premier League titles? Or that Mr Bolton was simply lucky for 28 years? Do we really live in such an impossibly random universe (vũ trụ ngẫu nhiên)?

Perhaps we do. Michael Blastland’s recent book, The Hidden Half, argues that much of the variation we see in the world around us is essentially mysterious. Mr Blastland’s opening example is the marmorkrebs, a kind of crayfish that reproduces parthenogenetically (sinh sản đơn tính) — that is, marmorkrebs lay eggs without mating and those eggs develop into clones of their mothers.

Place two clones into two identical fish tanks and feed them identical food. These genetically identical creatures raised in apparently identical environments produce genetically identical offspring who nevertheless vary dramatically in their size, form, lifespan, fecundity, and behaviour. Sometimes things turn out very differently for no reason that we can discern. We might as well call that reason “luck” as anything else.

This is not to say that skill doesn’t matter — merely that in a competition in which all the leaders are highly skilled, randomness may explain the difference between triumph and failure. Good luck plus skill beats bad luck plus skill any time.

"This is not done" nghĩa là gì?

Kraemer had a disdain (khinh bỉ) for money, power, position, recognition, and conventional (thông thường) measures of success. Ambition (tham vọng) was alien to him. Not that he was self-effacing (khiêm tốn) - far from it. But he felt that directing his actions toward publicity or personal success was somehow "utilitarian (thực dụng)." "Deep-seated" nghĩa là gì?

"Deep-seated" nghĩa là sâu kín, thầm kín, ngấm ngầm (bệnh...) hoặc chắc chắn, vững chắc (niềm tin...).

The recent protests (biểu tình) across Libya were “motivated by deep-seated frustrations (thất vọng) about sustained poor living conditions, shortages of electricity and water, rampant corruption (tham nhũng tràn lan), misgovernance (quản lý tồi), and a lack of service provision throughout the country,” the UNSMIL said.

Kraemer also shored up (nâng cao) Kissinger's sense of identity as a German; he insisted that they converse in German and that Kissinger learn German history and philosophy (triết học). In the process, some of Kraemer's deep-seated anticommunism (chủ nghĩa chống cộng sản) rubbed off (thủ tiêu): Kraemer considered both the Nazis and the communists to be barbarians (man rợ). A breakdown in social order, he felt, provided a dangerous opening (lỗ hổng nguy hiểm) for totalitarian regimes (chế độ độc tài) of either the left or the right.
